The first thing that always comes to mind, for me, is whether all of this was in the proposal budget. Did the funding agency know that data would be obtained from this other person, and that foreign travel would be required for that? Is the other person listed as a consultant in the proposal personnel list? Was attendance by both people at the conference budgeted?
If no to all of the above, then there is indeed a problem. I would politely provide the professor with a copy of his or her budget and proposal personnel information, and ask how these activities fit.

Say a faculty member receives a travel advance for prior approved
foreign travel, they travel to a foreign country and meet up with their
colleagues, data is obtained from the colleagues relevant to the
project. One of the colleagues and the faculty member then travel to
another foreign country to meet with other collaborators and attend a
conference. The collaborator's travel expenses and visa charges are
assessed to the sponsored project (not prior approved). Oh and by the
way the faculty member pays for the data/services using their travel
advance. There are "receipts" for the "payment" for the data/services
and the data is brought back with the faculty member to the states.

Hypothetically J, I would say that there are several problems with this
scenario. Any ideas or comments on what would be allowable or
appropriate?
