The first thing that always comes to mind, for me, is whether all of this was in the proposal budget. Did the funding agency know that data would be obtained from this other person, and that foreign travel would be required for that? Is the other person listed as a consultant in the proposal personnel list? Was attendance by both people at the conference budgeted? If no to all of the above, then there is indeed a problem.
