Time and Effort Certification format Kim Dunbrook-Babbie 04 Dec 2007 08:13 EST

We currently use one form annually to meet the needs of both time and
effort certification and the annual plan confirmation certification of
salary distribution.  We list salary distribution to each cost center
with % of effort next to the distribution.  There is also room to add
additional projects which have effort but no salary charged.  There have
been requests to change the time and effort to a form where only the
percentages of effort for each project are filled in by the employee
with no payroll data listed on the form

I have seen that other Institutions use a form which only allows for
percentages of effort to be completed on the form with no payroll data
included.

I have 2 questions when using this format if you use the plan
confirmation system for salary distribution:

Who is responsible for reconciling the effort back to the payroll
system?

What do you do to satisfy the requirement of plan confirmation that at
least annually a statement must be signed by the employee, principal
investigator, or responsible official, using suitable means of
verification that the work was performed, stating that salaries and
wages charged to sponsored agreements as direct charges, or that
salaries and wages charged to both direct and indirect cost categories,
or to more than one (F&A) indirect cost category, are reasonable in
relation to work performed.
