Carmine,
I would defer to those with more expertise in grants.
If your university accepts "work for hire" or projects that restrict
publication, they may fall under the export control laws of EAR or ITAR.
In those cases, a permanent resident (green card in hand) is considered
the equivalent of a US citizen and will not require a license to work on
the project. There are some exemptions available but from the context
of the question, they would not apply if this faculty member already has
his green card.

Hi:
A faculty member is looking to obtain US citizenship.
As a part of this process, he has asked if there are any advantages when
applying for grants if one is a citizen as opposed to being a permanent
resident. I think any eligibility requirements/limits I've come across
usually state "citizen and/or permanent resident" - does anyone know of
anything different?
