Carmine,
As far as NIH is concerned, the only grants that require citizenship are
fellowships and career awards, and placement on training grants. Regular
research grants have no citizenship requirement, and the review committee
would not know whether or not the person is a citizen (not that it would
make any difference, hopefully). If he/she is applying to a program that
requires citizenship or a green card, usually you can apply for that program
without one, as long as the status is as required by the time the grant is
activated. There are a few exceptions to this, but not many.

Hi:
A faculty member is looking to obtain US citizenship.
As a part of this process, he has asked if there are any advantages when
applying for grants if one is a citizen as opposed to being a permanent
resident. I think any eligibility requirements/limits I've come across
usually state "citizen and/or permanent resident" - does anyone know of
anything different?
