Grant Eligibility and Citizenship Status

Hi:
A faculty member is looking to obtain US citizenship.
As a part of this process, he has asked if there are any advantages when
applying for grants if one is a citizen as opposed to being a permanent
resident. I think any eligibility requirements/limits I've come across
usually state "citizen and/or permanent resident" - does anyone know of
anything different?
