Recovered Indirect Costs Non-federal Funds Carlson, Claire 08 Nov 2005 15:23 EST

We have recently been asked why we don't account for the indirect costs
recovered on federal grants as federal funds. We have made a couple
arguments but are looking for a citation that would support our
arguments. In Montana we have a state law that tells us to deposit the
funds in a  designated/unrestricted fund. But we were also hoping to
find a federal citation that indicates that the indirect costs recovered
from federal grants are not federal funds - i.e., these funds lose their
federal identity once we recover them.  Does anyone know of a federal
citation that states this?  I couldn't find anything in A-21.
