I have been compiling problems with Grants.gov based on our usage and
what I have read. Rather than put all the text here I have put the
list on a website.

One problem I did not include on my list but heard of recently is
objection by a sponsor of different names as the Authorized
Representative in Section 19 of the SF(R&R) and the actual submitter.
As I understand it, the name of the submitter shows up on the copy
received by the sponsor. We, for example, tell users to put in the
name of our primary authorized signer in Section 19, but once the
application has been approved and signed for, on our local approval
form, any of our grants officers can do the submission. The grants
officer's name shows up on the form as the signer. Has anyone had
this complaint from an agency person.

What else should I communicate? GAO seems particularly interested in
the following problems (not exclusively focused on Grants.gov): the
proliferation of agency electronic systems, system-to-system interfaces
with Grants.gov, and lack of coordination among federal agencies re
information to be submitted.
Please forward comments and concerns to me prior to November 11th so I
can include them in the discussion with GAO.
