I rather think that's going to have to happen, at least for the forseeable future. Grants.gov is only a portal passing the application on to the appropriate agency as an XML data stream. The agency's system will "assemble" the proposal. So, only after it's been received by the agency can an investigator view the proposal and validate is as "looking" like the proposal that was intended. NIH Commons will still be used as the back end to process NIH proposals and FastLane will be used as the back end at NSF. Presumably, the other agencies have similar back end systems. GAO seems particularly interested in the following problems (not exclusively focused on Grants.gov): the proliferation of agency electronic systems, system-to-system interfaces with Grants.gov, and lack of coordination among federal agencies re information to be submitted.
