Depends on what/why you set it up.

If  the non-compensated effort was specifically mentioned in the
proposal, it is "voluntary committed cost sharing" and needs to be
tracked on effort reports.   If it was not in the proposal, it can be
considered departmental research and is just part of the departmental
instructional effort.
