We are a state university. Here are a couple of short tutorials for my
staff on the subject.
Re confidentiality, we have no different confidentiality clause for them
than for all other sponsors. Basically, if it is their
confidential/proprietary information, we will honor confidentiality on info
they give us. We will not bind students to confidentiality (they are not
employees, and freedom in educational experience is important) but will
agree to avoid exposing them to the material.
Sometimes state sponsors have a need for some material they provide to be
confidential. Sometimes there is a good reason for a delay in publication
(e.g., material going into legislative/regulatory processes, prior to
application), but a time certain for publication is absolutely required.
These may not be requirements of a state sponsor, but very often are.
