At the University of Cincinnati stipends can be processed both ways -
payroll and aid. Since stipends are not compensation there is a push here
to eliminate the processing of them via payroll system. Too many students
think it's compensation and want to know where their W-2 is each year. As
for the taxes I believe UC covers them for the student due to the
administrative burden...another reason payroll wants to eliminate the
processing of non-compensation stipends.

The question has been raised here as to whether stipends (when allowable
and appropriate) should be paid through the payroll system or through
accounts payable. I'd like to know how it is done elsewhere...and, if
paid through accounts payable, is the income reported to the IRS?
