Hello, everyone,

The College of Charleston is looking for someone to run the grants
accounting office.  The position description follows.

Brief Description of Duties: Performs complex, professional level
accounting
duties.  Responsible for the two major functional areas of grant and
contract accounting and capital project accounting.  Supervises a grants

accountant performing duties in establishing, maintaining and reporting
grant and contract funds.  Works with the Research and Grants
Administration
Office as well as Grant Services at the Budget and Control Board.
Reviews
and evaluates the accounting and compliance activities of all externally

funded grants and contracts.  Collects, assimilates and ensures the
accuracy
of financial data for internal and external reporting requirements.
Interprets Federal Circular as to allowable and unallowable costs.
Draws
down federal and capital funds via on-line methods.  Prepares annual
federal
review reports for State Budget and Control Board.  Reviews
subrecipients
annual audited financial statements.  Acts as liaison to auditors.
Establishes, maintains and reports on capital project accounts.
Prepares
budgets and monitors revenue and expenditures ensuring compliance.
Balances
College and State records for all capital improvement projects of
various
sources (SPIRS).  Works with administrators and engineers in the
financial
management of capital projects.  Performs the following general
accounting
functions for grants and contracts and capital projects: maintains
College's
Chart of Accounts; interprets FRS reports as appropriate; prepares
journal
entries, budgets, receipts and disbursements; maintains a general ledger
for
STARS accounting system, balancing and making corrections to the general

ledger; prepares transfer vouchers and draws down funds for State
financial
aid to students; sets up direct deposit systems with federal and other
agencies; prepares and assists in the preparation of schedules and notes
for
inclusion in the institutional annual financial statements.

Minimum Eligibility Requirements: Bachelor's degree in accounting or
business (with multiple accounting courses) and 3 years of experience or

High School diploma with 7 years of professional accounting experience.
Must have knowledge of the principles, practices, theories and
terminology
of accounting.  Knowledge of state and/or federal government fiscal
accounting processes is required.  Must have knowledge of the
regulations
and laws pertaining to grants and contract administration.  Knowledge
and
ability to prepare financial statements in multiple report formats is
essential.  The ability to analyze and interpret complex financial data
and
reports is required.  Must have the ability to plan, organize, review
and
supervise the work of subordinates.  Must have the ability to establish
and
maintain effective working relationships.  The ability to communicate
effectively orally and in writing is essential.
Note: While interview may be conducted before the year end, the position

will not be filled prior to January 2, 2002.
