At University of Colorado Boulder, we had this question come up before we all went to mandatory remote work. We developed the attached Remote PI Form. Our proposal team uses this to determine if the off-campus rate can apply for off campus office work and to collect the required approvals.
We do not post this publicly on our website but have it available if the question comes up. I expect we'll continue to use this through our mandatory remote work.

I would recommend referencing your institution's policies concerning what qualifies for the off-campus rate (check your F&A proposal or IDC rate agreement). From my experiences, the off-campus rate should only be used if you are paying rent and utilities for a research site that is not on-campus and covered by your F&A proposal pools. The rent and utilities would be listed as a direct cost in the proposal.

Due to the need to work remotely, we have a researcher who is submitting a proposal to a government agency requesting a report on the economy related to the COVID pandemic. Proposal is due 4/6 and report to be completed by Mid-May. The question has come up if they may use the off-campus rate. They say all research will be done through web browsers, but the report will be stored on a university hard drive. Have any of you had this question arise, and what was your response?
