negotiate the terms if awarded? Does someone in your organization review the documents in detail writing exception to all clauses that are not acceptable?

Hello –
We recently specified this process at FSU after it was first determined that these payment types did not meet the criteria of traditional honorarium. However, since the payment amounts are nominal, set by the university, and for
work that is based on them being an expert in their field we were able to carve out an honorarium-like payment specific for research review and board payments.
We do require a W-9 to set them up as a non-PO vendor in order to issue payment, but they do not go through the full supplier setup process.

works managing these funds. As much as I love making stuff up as I go along, that’s not really a good approach to financial management of what looks like a pretty complex reimbursement scheme.

Here is a generic checklist for NIH single component projects. To customize it, remove rows that don’t apply to the proposed project, add names of all that will be providing a biosketch and list applicable institutions/labs for
facilities/equipment. If you are not using a parent funding opportunity (NOFO), add specific instructions from the applicable NOFO in the column; this can help the PI to see how the content differs from the standard document they are used to preparing. I use
the status column for target dates based on the project timeline and completion status as we go along. Links are to the current NIH
“How to Apply” “General Instructions”.
We don’t do a lot of human studies so that section may not be as current.

The Office of Engineering Research Administration (OERA) in The Penn State College of Engineering seeks a Director of Research Administration (Grants and Contracts Manager 4). This position
requires an experienced leader, innovator, and collaborator who can build effective teams and motivate staff. The successful candidate will be a dedicated and hardworking professional capable of resolving complex issues in a fast-paced, multifaceted research
environment.
The position is based at the University Park Campus; however, flexible work arrangements, such as remote or hybrid work opportunities, may be considered.
Duties include, but are not limited to:
Managing all operational activities.Supervising administrative staff.Proposal submission.Communication and coordination with sponsors.Issuance of sub-awards.Post-award administration.Financial analysis and reporting.
The Director of Research Administration is expected to:
Actively engage in strategic planning.Stay current with federal contracting and accounting guidelines.Develop policies, procedures, and mechanisms for effective research administration.Offer training and educational
opportunities to College of Engineering staff and faculty members that will assist them in building and sustaining vigorous research programs.
This position typically requires a Master's degree or higher plus five years of related experience, or an equivalent combination of education and experience. Supervisory experience is required, as well as the ability to communicate
effectively and interact professionally with faculty and staff members on all issues related to pre-award and post-award activities. The successful candidate will possess a working knowledge of Microsoft Office programs, as well as experience with software
systems specialized for administration of grants and contracts, such as Penn State’s Strategic Information Management System (SIMS), System for Integrated Management, Budgeting, and Accounting (SIMBA), or comparable systems.
Due to the financial and fiduciary responsibilities of this position, successful completion of a credit history check will be required in addition to standard background checks.
Penn State reports over $1B in annual research activity, with about $180M of that attributable to the College of Engineering. This research is funded through gifts, grants, cooperative agreements, and contracts from internal and
external sources, including federal, state, academic, foundations, and industry. Reporting to the Associate Dean of Research, the Director of Research Administration serves as the principal point of contact for all research administration activity across the
College of Engineering, which includes 13 departments or programs, 2 schools, and several centers and institutes. Close coordination of research activities with other Penn State units is an important component of this position. These units include other colleges,
Institutes, campuses, the Strategic Interdisciplinary Research Office, the Office of Sponsored Programs, the Office of Research Accounting, the Office of Research Protections, the Controller, and University General Counsel.
Currently, there are 24 total staff members in the pre-award and post-award groups in OERA, including two Assistant Directors. OERA staff members typically submit about 1,100 proposals per year of varying complexity. They operate
in a fast-paced environment in which accuracy is critical. The successful candidate will be a detail-oriented self-starter.

§ 200.445 Goods or services for personal use.
(a) Costs of goods or services for personal use of the non-Federal entity's employees are unallowable regardless of whether the cost is reported as taxable income to the employees.
(b) Costs of housing (e.g., depreciation, maintenance, utilities, furnishings, rent), housing allowances and personal living expenses are only allowable as direct costs regardless of whether reported as taxable income to the employees.
In addition, to be allowable direct costs must be approved in advance by a Federal awarding agency.
