No, this is a HRSA proposal (AHEC)-but I called G.g and have figured out the problem!

Hi Elsa,

Had you started to complete the R&R form but then ended up needing the modular?  I received similar types of errors recently, and once I completely deleted all of my entries on the R&R and pulled it back oner (and then completed the modular), the submission went through fine.
