I received similar error messages when we had entries in the SF424 Non-Construction budget page where we should have just left them blank. After I went and took out various things, then it went through.  If you notice below you have two errors for each of a certain line and column designation.  So when I took things out of fields in the budget pages, it made the second one disappear too.

Hi Elsa,

Had you started to complete the R&R form but then ended up needing the modular?  I received similar types of errors recently, and once I completely deleted all of my entries on the R&R and pulled it back oner (and then completed the modular), the submission went through fine.
