You can treat the external coPI as a consultant with zero budgeted dollars.  Although reviewers might find this engagement more persuasive if you budget a modest payment, like $1,000.

There is no need then to involve the external org, and it averts issues per Sandy. Not theorizing; been there, done that on a conference grant from NSF.
