This is a *proposed* rule with a 45 day comment window. Docket no. OMB-2026-0034 on regulations.gov to be published tomorrow. IDCs are unaffected. All other changes were expected. However the timeline to final rule is exceedingly quick, as OMB states that they want the changes to go into effect Oct. 1 of this year.
