The 5-year limit applies to expending federal funds beyond the end of the fifth fiscal year after the year funds were awarded, and it can affect eligibility for NCEs. In general, though, NIH is negative on any NCEs for multiyear awards, including R15s.

But the original question was not about extensions, it was about competitive renewals. I have not seen a procedural limit on the number of competitive renewals for which a PI may apply for or receive R15 funding (or most other RPG types.) I have seen a couple of R15s in the -08 year hence one renewal, there are probably ones out there with extra innings.
