File a ticket with the Help Desk. They should be able to explain to the PO what needs to be done from the "inside the box" perspective. Note, the remaining Pos are overloaded, overstressed, and overwhelmed. This might not be something they normally do and/or they may have relied on a grant management specialist type person to make the magic happen before that that person is now gone? Ours was a three-step process 1. Original award was reduced from 1.2M to 1M - straightforward budget revision in Research.gov at time of award 2. A consultant became a subaward after we reduced to 1M 3. A Co-PI left OSU and moved to another university - the second subaward.
