Grants Pre-Award Specialist In the Research and Graduate Programs,
Grants Development Office

SALARY: $3,305 - 4,132/month.

This position represents the University to sponsors in the preparation,
delivery, and negotiation of contracts and proposals for funding; also
assists and advises faculty, staff and administrators in preparing
proposals and budgets, as well as interpreting and analyzing sponsor
guidelines. The incumbent may be required to work outside regular work
hours to meet grant deadlines.

MINIMUM REQUIREMENTS: Equivalent to graduation from a four-year college
or university. Three  (3) years of technical or administrative
experience which required general knowledge and skills in the applicable
administrative and/or program field,  with a foundational knowledge of
public administration principles, practices, and methods. This
experience would normally involve study, analysis, and/or evaluation
leading to the development or improvement of administrative policies,
procedures, practices, or programs. A graduate degree in a related field
may be substituted for one year of the required experience. Additional
experience which has demonstrated acquisition and successful application
of the required knowledge, skills, and abilities may be substituted for
the required education on a year-for-year basis.

DUTIES: Provide analytical and technical assistance to faculty,
staff and administrators in grant and contractual proposal development.
Coordinates proposal completion with administration, academic
departments, colleges, centers and the University Foundation. Recommend
funding sources. Review and edit proposal narratives. Develop budgets,
assure compliance with sponsor guidelines, process final proposal and
interface with University and Foundation administrators for
campus approval.

Follow up and coordinate with Grants Development Office and Foundation
staff, and representatives of external sponsoring agencies on status of
proposals and grants. Resolve pre-award contractual or program issues
involved in securing grants.

Negotiate awards. Analyze, explain and interpret policies, procedures,
regulations and formulas concerning grant proposals to campus community
 and outside agencies. Utilize and update a tracking system for
guidelines and funding opportunities sent to clients.

REQUIRED SPECIALIZED SKILLS/ABILITIES: Working knowledge of research
administration. Ability to take initiative and independently plan,
organize, coordinate, and perform work in various situations where
numerous and diverse demands are involved. Ability to communicate
effectively both orally and in writing. Ability to exercise critical
judgment, anticipate problems and address them proactively. General
knowledge of  and ability to use office software packages (word
processing, spreadsheet, database management and desktop publishing).
Experience with mainframe applications. Experience entering  data on a
computer and retrieving information from computer resources. Working
knowledge of operational and fiscal
analysis and techniques. Ability to effectively handle interpersonal
interactions with a diverse population, both in public and private
organizations.

 PREFERRED SKILLS: Working knowledge of higher
 education organizational structure and management principles.
 Ability to analyze and comprehend legislative information and
 legal/contractual language. Knowledge of and experience using
 Cal Poly mainframe applications including the Student
 Information System (SIS), Human Resource System (HRS), as
 well as electronic calendaring systems (preferably OpenTime)
 and e-mail (preferably OpenMail). General knowledge and
 ability to use the Internet, preferably FastLane. Knowledge
of private and governmental funding  sources and opportunities,
regulations and procedures. Basic knowledge of research design and
methodology.
