25% is VERY steep! Are you sure it isn't 2 point 5 (2.5) %? You have me

Hi folks:
I reviewed a new NASA Ames award that arrived in our office today and
noticed that NASA had added a withholding requirement to the award.
They will retain the final payment of 25% of the award's value pending
submission of a final report.
Is this usual practice for NASA these days? I haven't worked closely
with NASA awards for about 6 years -- in the past, there never was a
withholding requirement on awards.
