Hi, RESADM-Lers,
I'm looking for advice on how to handle the completion of a Financial
Status
Report where the funding agency changed the length of our funding period.
In
particular, I am interested in how to report cost-sharing contributions
from our
organization and third-party partners. Our approved budget was for a
12-month
period, and some of the cost-sharing was in the form of personnel time. In
July
1999, the agency sent us a revised notice of award which shortened the
project
period to 11 months. The amount of federal and non-federal funding shown on
the
notice of the award was not changed, only the length of the project year.
My question: if I report less than the amount shown on the NoA with an
attached
note explaining that the reduced amount is due to the shortened project
year,
does this wash with the auditors? Our program officer has already said that
they
will accept an amount of non-federal that is less than what appears on the
NoA
because the program does not have a requirement for cost-sharing in its
authorizing legislation. (Yes, I know, ... WHY did we then show
cost-sharing? I
could explain, but it would take another email message, and you really
don't
want to know.)
