A question regarding NIH Modular budgets...

A PI has a funded award from NIH for $500,000. He decides to prepare a
supplement to the award. The supplement he is currently preparing is for 1
year at $130,000.  Should the supplement have a modular or "traditional"
budget?  In other words, is the supplement a "stand alone" award that
doesn't meet the $250,000 a year minimum, so the budget should be done in
$25,000 modules or is it a "part of" the larger award (that is over the
$250,000 a year minimum) and a detailed "traditional" budget is appropriate.
