I actually think that the more important question has to do with how you
value the service activities of faculty members. In a PhD granting
institution, sponsored research is a clearly defined number; instruction is
as well. Service activities (and what is an appropriate level of
internally sponsored research) are not always easy to value but there is
certainly a real impetus to do this if you want to be able to calibrate
service activities versus instruction, etc.
