Thank you, everyone, for your responses to my query.  In general,
it appears that there is no way to get a "handle" on the Dept. of Ed
and their voluntary cost-sharing "expectations".  Your responses were
mixed.  Some institutions have been successful without cost-share
some with a lot of voluntary cost-share.  There was one consensus:
if you cost-share, voluntary or not, document, document, document.
