Pat, I disagree with you, based on the following:

A-21, the allowability of costs, does not apply the "domestic carrier"
rule.  Therefore, travel costs that meet A-21 are "allowable", e.g., even
using your own funds, travel less than first class.

"Fly American" is not an A-21 allowability cost, but a prohibition of use
of federal funds by another means.

On the other hand, Pat, I have always valued your good sense and
experience, and maybe we will hear from someone who has actually dealt with
a question o no audit that covers this matter.  Your advice is certainly
the safe, conservate approach.
