But you'd better have an accounting system that does not combine in the
same account the federal and non-federal $ (practically no one anymore does
that, but the warning stands).

Congress has the right to consider what it judges is the best way to spend
the federal taxpayer's money, and require us to do it, but they cannot tell
us how to spend our own money.

But if a reader of this is at a state U. somewhere, check for any similar
limitations that a legislature has placed on appropriated funds, if that's
what might be used in a similar situation.
