VICE PRESIDENT/CHIEF OPERATING OFFICER (VP/COO) PUBLIC HEALTH INSTITUTE (10/01/99) Reports directly to the President/CEO. Supervises Directors in charge of functional areas . Responsible for managing all business and administrative functions, including finance, human resources, facilities/leases, grants and contracts, and information technology operations in support of PHI's businesses and is responsible for strategic business planning . Specific responsibilities include: Facilitate planned organizational change to accommodate business growth and program mix. Develop procedures and business practice guidelines designed to enhance the effectiveness, timeliness, and responsiveness of PHI's Operations departments in support of its programs. Develop and monitor operations budget for central office. Conduct financial analyses and forecast scenarios for income and expenditures. Develop and maintain strong alliances and relationships with federal and state government funding agencies and effectively negotiate indirect cost for PHI. Direct the financial and human resource information system implementation . Promote and foster exceptional "customer service" philosophy and engage the organization in the process of continuous improvement. Oversee development of corporate policies and practices in alignment with organizational mission, goals and values. Requirements: Minimum of a Bachelor's Degree. MBA or Masters in Public Administration highly preferred. Ten years experience in the management of a large and complex nonprofit, public health, social service or other relevant organization. Must have demonstrable relevant experience in strategic planning/implementation, financial and fiscal management, budget planning and forecasting, administrative management, government contracting, and information technology resources. Excellent written and oral communication skills, interpersonal skills, and commitment to exceptional customer service. Salary is $110,000 per year + DOE with excellent benefits.
