There is no easy answer.  In my experience, the turn-around can be as short
as a couple of days if the project is top priority for all the parties and
all the parties are willing to work together.  However, it can take months
(up to a year, even) if it is low priority and/or if the parties hit some
serious walls (usually regarding confidentiality provisions,
indemnification, data ownership and/or publication).

We have not lost many studies because of the time factor, but we have lost
some for which enrollment was completed at other sites before we nailed the
contract language.
