DUTIES AND RESPONSIBILITIES:
Administers all external funding awarded to the University through
the expendable restricted fund. Responsible for
managing the Grants and Contracts department and establishing
policies and procedures. Oversees the preparation and
submission of contractual agreements or letters of acceptance
between the University and sponsoring agencies.
Establishes procedures to analyze costs, prepare budgets, manage
cash flow and implement the project from award to
closeout. Assigns the program to the appropriate analyst. Trains
staff in the use of strong accounting and statistical
procedures to monitor expenditures, analyze and justify deviations
and evaluate fiscal aspects of the project after closeout.
Supervises the staff of the Grants and Contracts unit. Establishes
policy and procedure for the unit and provides on-going
training for subordinate positions. Responsible for development of
the institution's indirect cost proposal. Defines and
assigns costs to A-21 cost pools excluding unallowable costs and
negotiating the indirect cost rates for on- and
off-campus instruction, research and public service with the
Department of Health and Human Services, Division of Cost
Allocation. Negotiates and defends the indirect cost proposal with
sponsor representatives and federal auditors. Manages
the preparation and distribution of financial reports to University
executives and external agencies. Analyzes requests for
information and develops, evaluates and modifies programs and
procedures to guide research activities. Coordinates all
audit activities, addressing questions and concerns raised by
auditors. Obtains requested information and creates reports.
Meets with Associate Deans for Research of each College to clarify
roles and expectations between this office, College
administrators and research faculty. Develops and defines fiscal
procedures to facilitate research while ensuring
responsible administration of funds. Provides analyses and advice
to the Research Policies Council and Research ad hoc
committee to assist in the development of sound fiscal procedures
governing research activities. Serves as a liaison
between research areas and the Accounting offices to assist in
integrating research policies with established business
operations in the University. Responsible for the preparation of
monthly and year-end internal financial statements for the
expendable restricted fund. Responsible for planning, developing,
writing, coordinating and conducting a comprehensive
training and development program addressing post-award issues.
MINIMAL REQUIREMENTS:
Must have a master's degree in Accounting or related field or must
possess/maintain a Certified Public Accountant
license. Three to five (3-5) years previous supervisory and fund
accounting experience is necessary, as is knowledge of
the research funding and award process. Extensive knowledge of
external regulations, including but not limited to OMB
Circular A-21, A-110 and A-133, Cost Accounting Standards, Federal
Demonstration Partnership policies and
regulations, Code of Federal Regulations and Federal Acquisition
Regulations and demonstrated ability to interpret,
explain and apply these regulations is necessary. Excellent
communication skills are needed. Knowledge of financial
management policies and procedures in higher education is
necessary. Experience with personal computers and
computerized accounting systems is required.
