Hi Sally,
We always require written (at least by e-mail) documentation for all
cost share used in any proposal submitted to any sponsor.  Whenever
collaboration or even minor participation from other individuals or
institutions is mentioned in a proposal, we require documentation that
the named entity is aware of the project and is willing to be part of
the project, even if no in-kind support from or requested support for
that entity is included in the project budget.
