Position Title: Director, Contract Administration and Compliance Location: Temple University Office of the Vice Provost for Research Philadelphia, PA 19122 JOB CODE: 067-9-186069 Summary of Position: Under the direction of the Vice Provost for Research and collaborating with the Director of Sponsored Projects Administration; the Director, Contract Administration and Compliance will be responsible for the overall processing and monitoring of all contracts, subcontracts and sub-awards for the Main Campus. Will also have responsibility for the oversight and resolution of budget and compliance issues. In addition, the incumbent will develop and maintain a tracking system to follow outstanding contracts, subcontracts, and agreements. Responsible for developing and analyzing the Overhead Recovery reports for the University. Accountable for the Main Campus IRB Committee and for developing subcontracts for a variety of areas on the Main Campus relating to grants and contracts. Facilitates and coordinates contract documents for the Main Campus. Process all Main Campus contracts, subcontracts and sub-awards; prepare and/or negotiate all awards from Federal, State, Local, Corporate, Foundation support sources when required. Essential Functions of Position: Coordinate Main Campus Institutional Review Board and process all Human Subjects Protocol activities for the Main Campus Committee review. Review, route for signature, facilitate, process and coordinate contracts, subcontracts, and sub-awards documents (including amendments, modifications and ancillary agreements) for the Main Campus. Prepare and/or negotiate subcontracts on all awards from Federal, State, Local, Corporate, and Foundation support sources when required. Assist investigators in submitting proposals that would result in a contract if funded. Review contents for conformity of proposals for conformity with University and sponsor policies, procedures and guidelines. Prepare and/or review budgets and administrative materials. Manage entire process from proposal to full execution of award document. Coordinate appropriate monitoring activities on all contract and subcontract documents, report status to the financial office as appropriate. Develop and maintain a tracking system to follow outstanding contracts, subcontracts and agreements. Maintain and update files on government regulations related to contractual agreements and compliance issues e.g., FAR, OMB circulars, University Policy manuals. Maintain and update University policies, e.g., financial statements, indirect cost agreements, conflict of interest, etc. Work on funding trends and prepare internal reports for the office regarding post-award activities, overhead distribution, etc. Other duties and responsibilities: Assist Technology Transfer with processing agreements/contracts when requested. Provide assistance to the Health Sciences Center regarding contract processing when necessary. Assist in review of grant proposals for conformity with University and sponsor policies and procedures when necessary. Assist in the supervision of an Administrative Assistant and students including defining and establishing roles, duties, functions and responsibilities. Serve as the University representative regarding audits and other administrative matters. Education and Background: Bachelors degree (business, accounting, science/technology related, etc.) required. Minimum 3-5 years demonstrable directly related financial, administrative, funding and/or contract management experience required. Experience in a grants/sponsored projects environment preferred. Legal or paralegal training and experience helpful. Strong computer skills including knowledge of financial systems helpful. Possess working knowledge of federal, state, local and private funding source policies and procedures highly preferred. Must be able to communicate effectively with a wide range of personality types and situations. Task, detail, objective and priority oriented assignment management attitude is most important including strong customer-service approach to problem-solving and solution(s) resolution. Must be flexible with schedule. Must be able to shift work priorities reasonably well to accommodate the needs of faculty and other situations that may arise. Must be able to work independently.
