Since we now have the Head Start program for this area, I can tell you the
funds come from the Department of Health and Human Services, Administration
for Children and Families.

 Head Start Programs?  I've been told the Office of Human Development
 Services within the U.S. Dept. of Health and Human Services used to,

 can not find a listing for this office at HHS.  I suspect
reorganization may
 have changed the area in which Head Start funds are administered.
