Indeed, the modular grant process eliminates this problem when this
mechanism is applicable. At the NIH Regional Workshop in Utah, I talked with
NIH officials since I'd always used the salary cap figure. NIH wants the
actual salary in the institutional base. As pointed out, this provides NIH
the information necessary to carry to Congress to negotiate an increase in
the cap. But, also, if the actual salary is used and an increase in the cap
is authorized, NIH will automatically apply the increase in subsequent years
for noncompeting continuations. And, of course, as stated by others, the
amount in salary requested should be that based on the cap with notes in the
budget narrative...Bill
