UNIVERSITY OF MARYLAND -- COLLEGE PARK CAMPUS P O S I T I O N A N N O U N C E M E N T TITLE: Research Coordinator (Administrator) (AS #5626) CATEGORY: Associate Staff, 12 months, full time, 40 hours per week RESPONSIBILITIES: Under the general direction of the Director of Administrative Services, ensure current and future research administration is in compliance with federal, state, campus and private industry procedures, rules and regulations. Facilitate research and administrative strategic planning and decision-making by mastering and utilizing an automated contract and grant accounting system to produce standard and proprietary on-line financial statements to directors and principal investigators. Develop, monitor, and amend a complex, integrated budget based on a dynamic accounts receivable. Formulate projections of financial condition to forecast steps necessary to achieve center=s mission and objectives. Comprehensive review of research center award documentation for administrative compliance issues. Design new budgeting and accounting development policies and processes to incorporate compliance control mechanisms. Advise PIs and formulate proposal budgets relative to award compliance requirements. Review all business policies and processes for possible re-design to achieve dramatic performance improvement. Assist Director of Administrative Services in duties as assigned. Serve as research center liaison to central offices of UM Headquarters and UM Campus as well as sponsoring agencies. Become active member of Campus Senate Standing Committee for Research. Quantify financial value added to industrial sponsors= production processes resulting from the integration of technology transfer to be used as a competitive advantage to increase market share. QUALIFICATIONS: Bachelor=s degree preferably in Accounting, Finance, Business Management or related field. Minimum three years of experience in a research university administrative environment. Hands-on usage of relational database management systems. Thorough working knowledge of GAAP, CAS and OMB Circulars A-21, A-110 & A-133, audit compliance, budgeting, accounting, A/R & A/P management, and financial forecasting. Excellent written & oral communication skills. Work effectively with faculty, staff and students. Work independently and exercise good judgement regarding a wide range of financial tasks. Develop and use sophisticated spreadsheet applications with Excel and Lotus. Understand, interpret and integrate federal, state, university, campus and private industry policies, procedures, rules and regulations regarding research administration, financial management, human resources, payroll and procurement.
