At VCU we expect any researcher to have access to the software necessary to
do normal business.  They all seem to have a word processor, etc.  Now they
are bitching about having to use Acrobat Exchange to write their proposals.
 We see that as no ditterent than that they need a bvunsen burner as a
basic tool in their chemistry lab.  Whether the individual PI has it, or
the department has it and the PI just gets its use doesn't matter to this
office.

Currently, Adobe does not have a site license program (they may be working
one up!), so we advise buying through the University Bookstore (it has a
software department), because that at least gets the best educational rate.
