Perhaps this is an oversimplification, but so far we have made this
distinction between consultants and subcontracts:
- If there is a single line item, salary to a consultant, then he's a
consultant.
- If there is another line item (more likely, several more, just like
any regular budget), then it becomes a subcontract.
