The language authorizing/requiring this treatment will be found in your
indirect cost Rate Agreement, in the footnote defining the "M" of the MTDC
base. If you have a S&W base, the question is moot.
If your award specifies a different base than MTDC (some training grants
awarded with an 8% rate do this), then look to the definition of the base.
