I need advice about how to handle the "maintenance allowance" on
Fulbright-Hays awards.      In the past our awards have been short-term and
we've treated it as sabbatical salary.   But we're about to get a 12 month
award.    If we treat the "maintenance allowance" as salary we're looking at
a payroll tax expense not covered by the budget.      Do we have any other
options?
