Barbara,

We have a master/cooperative agreement with USFWS that restricts indirect
costs to 15%.  I would want to speak with a Contracting Officer rather than
the Scientific Officer.  I often have program managers saying they won't
cover indirects while the contracting officials understand the need for
it.  The culture at USFWS however is definitely one where full indirects
aren't often granted it seems.
