To find out how pre-doctoral stipends are taxed read the NRSA guidelines
with regard to consistency, and IRS Publication 520, and you can also
consult the College & University Tax Page.  The IRS has recently gone after
and heavily penalized many Universities for incorrectly charging taxes to
fellowships and stipends.
