The Deans and Departments are crucial, if not completely alone in this.  Research offices must be ready (instantly) when Deans and Departments need support, typically as ideas seem to blossom best in the absence of
program guidelines, rules, and restrictions.  Research offices should also be able to distinguish the different cultures and climates on campus, making allowances for the different training needs of the less involved.
