Use the module amount for both indirect (F&A) calculations and the front
page.

We don't have many NIH applications/awards, but the questions are coming up
as we get started with these. I currently have two questions. I would
appreciate any feedback from folks who have already dealt with these issues!
1) Since the Indirect Cost is reported on the checklist separate from the
Module amount, should the PI show IDC based on
-- the real dollars needed (if less than the module amount) OR
-- the Module amount (knowing that it will revert to NIH if not used, but at
least we have it)?
Note: There has been a concern expressed that if the PI know they will be
getting a module amount, they will probably spend it even if they hadn't
initially needed it. If that happens, the PI will overspend the IDC (if we
use the first scenario above).
2) Which budget numbers do you use on the Cover Page if you use real
dollars on the Checklist? The real dollar total or the Module Total?
I don't assume NIH expects to see the same numbers on the Checklist and the
Budget (Module) page since *their* examples show a difference. . . but what
is the reality?
