We are hearing conflicting stories about meeting the matching requirements of the Department of Education's GEAR UP program.  On the one hand, folks attending the GEAR UP workshop in Boston have indicated that grant recipients will be permitted to include:

(1) unrecovered indirect costs, i.e., the difference between 8% TDC and their usual federal F&A rate; and,
(2) work study employment.

On the other hand, the Q&A section of the GEAR UP home page states that these lines "cannot be counted as part of the match."  A dollar-for-dollar cost-share will be hard to accomplish without these accommodations by ED.  Can anyone help clear up the confusion with regard to, specifically, the GEAR UP competition?  Thanks.
