I have a question about "consistency" interpretations of A-21, section
41.a. I have included the particular condition I believe may be applicable:

41. Scholarships and student aid costs.
 a. … tuition remission and other forms of compensation paid as, or in
lieu of, wages to students performing necessary work are allowable provided
that …  (3) it is the institution's practice to similarly compensate
students in nonsponsored as well as sponsored activities.

Determining responsibility for payment of our basic computing fee (BCF) has
become an issue. The BCF is determined and assessed by departments and
varies from department to department. Every enrolled graduate student is
automatically assessed a per term BCF by their home department. We pay the
BCF for graduate research assistants from sponsored program budgets.

Does A-21 require the university to pay the BCF for all supported students?
That
is, must a department (or other account) pick up the BCF for GTAs (funded
out of General Fund dollars)? For internally supported GRAs? For fellows?
