I know you're looking for current info, but FWIW, I did some research in this area a few years ago (survey of business officers of major academic research institutions) and found that:

63 (55%) reported returning funds to the college that generated the funds (range: 3-100%, mean of 36%) - no diff. between public & private or health sci/non-health sci

39 (34%) reported returning funds to dept/division that generated funds (range:  3-100%, mean of 23%) - more publics than privates

17 (15%) returned funds for use by faculty members who generated funds (range:  2-30%, mean of 8%) - no diff in pub/privates, etc.

32 (28%) used funds for research grants/seed $ (range:  4-58%, mean of 22%), more public than privates

42 (37%) reported "other" uses of funds (range 1-100%, mean of 33%)- more public than private; examples:  sponsored programs office, research equipment, facilities, and start-up funds

Dissertation should be available on microfilm for anyone interested in more specifics (Deborah L. Smith, Memphis State University, 1993).
