I believe it is extremely important to obtain signatures of all internal collaborators named in a proposal.
The ultimate responsibility for obtaining these written commitments lies with the research
administration office. It should be assumed that any collaborator named adds value to the project
because of the qualifications and skills provided. Whenever we, as an institutional official, endorse
proposals we are certifying that we have all the resources claimed/required to do the project. I have
seen faculty attempt to embellish a proposal by adding collaborators without their knowledge. I have
seen faculty add collaborators (with budgeted release time) knowing full well that the collaborator's
department head would not allow the release.
Names of all collaborators, along with their department heads, are required on our internal approval
forms before proposals are submitted.
