Dear Colleagues:

Before responding to this inquiry, I think each of us should ask what are
the faculty members' responsibilities? For most of us, faculty have
responsibilities for:

Research
Instruction
Service

As part of this service component, faculty can mentor students, serve on
committees, etc.  Based upon the responsibilities of the Chair with regard
to the two other components (Research and Instruction), the Service
component may be of sufficient time to account for the IRB chair's time
commitment. Using a "12 hour model" that is commonly used by many
institutions, I would offer the following generic descriptions:

Faculty #1:          Research Intensive Focus       8 hours research, 3
hours instruction, 1 hour service

Faculty #2:          Instruction Intensive Focus         3 hours research,
6 hours instruction, 3 hours service

Faculty #3:          Service/Instruction Focus      2 hours research, 5
hours instruction, 5 hours service

Under these scenarios, Faculty members #2 and #3 may have sufficient time
(based upon the IRB demands) to serve as an IRB member or chair without a
course release.  Standardized teaching loads may work at some institutions
but they are increasingly being replaced by more individualized work plans
based upon the individual faculty member's strengths and desires.
