Ruth,
I received a FIPSE preproposal this morning also. The FIPSE guidelines say
they don't specificy a particular percentage of an indirect rate "becasue
the rate proposed is taken as an indication of institutional commitment, and
this may vary from institution to institution and from project." The PI
received approval to use less than our full indirect cost rate, and we are
using the differential as part of the cost sharing for the preliminary
proposal since ED doesn't specify a "cap" on indirect costs.

I know FIPSE was discussed recently but I wasn't paying
attention. Now I have a proposal on my desk (we found out
about it yesterday). Does anyone know if the Department of
Education accepts unrecovered indirect costs as cost sharing?
